Details
Vormonde is the highest judge over both god and mortal (e00 02:15:30). He defeated his brother, heard as Seeger, some time before the great wyrm was put to sleep, and became Edyrea’s presiding authority on justice (e00 02:15:30).
His priests serve as Edyrea‘s judges and lawyers. His followers understand lawfulness as the creation and keeping of oaths; as a result, law on Edyrea works mostly through vows and agreements rather than fixed codified statute — entering someone’s land, for instance, implies an agreement to follow their rules (e00 02:15:30).
Vormonde’s special judges, called Arbiters, are roaming peacekeepers not tied to any one town or road; they arbitrate disputes between people and hunt down and kill those who break deals (e00 02:16:35). The Queen’s Guard largely disregards him, creating political tension between the two (e00 02:12:26).
