Val has only a smattering of small islands, jealously held by warlords; most of its peoples live at sea or in the sea (e00 01:32:42). There are a few over-water city-states — floating fortress flotillas, and one major empire that is itself a massive fleet of warships (e00 01:32:42). Resources such as lumber are gathered by raiding islands. Privateers who aren’t part of an island war-tribe or city-state are almost always considered pirates, raiding and pillaging fleets, flotillas, and islands (e00 01:33:43).
Vargus served as surgeon aboard the Black Wake, a notorious pirate ship. Crews on Val’s ships and flotillas are usually generational, with families staying aboard the same vessel across generations (e00 01:33:43).
Val has one presiding god, Our Lady of the Deep, a Poseidon-esque deity (e00 01:34:44). Val’s culture holds swimming to be taboo — the sea belongs to Our Lady, and voluntarily entering the water is considered an offering to her (e00 01:35:46).
